Mexico’s Galicia Abogados appoints new counsel

Mexican law firm Galicia Abogados has announced that Xavier Careaga has joined the firm as a counsel in the technology, media, telecommunications and AI (TMT) practice.

“His addition confirms the firm’s commitment to strengthening the TMT practice group to serve the needs of clients and the development of the firm's institutional digital transformation strategy,” the firm said in a statement.

Prior to joining Galicia, Xavier served as legal director at Meta (formerly Facebook) for

formerly Facebook) for 32 countries in Latin America and the Caribbean. During that period, he led the design and implementation of successful global technological systems of efficiency and optimization.

Xavier has extensive experience in technology law, media and telecommunications in Latin America, and especially in developing innovative legal strategies to protect the services, products and business models of the firm’s clients, the firm said in a statement.

Xavier’s expertise has been focused on advising clients on complex matters related to artificial intelligence (AI), e-commerce, consumer protection, digital intellectual property, data privacy, regulated digital goods, commercial digital content,  cybersecurity and standardization, as well as the development of new technologies.

As part of the academic aspect of his training, he participated in the negotiations of

technology law chapters of the US-Mexico-Canada free trade agreement (USMCA) and other draft legislation, and has experience with clients spanning social media and e-commerce platforms, satellite telecommunications services, mobility applications, streaming services and AI.

Xavier holds a law degree from the Universidad Panamericana in Mexico City and an LLM in technology law from Harvard Law School.
