Major deal closed for "Educational Campus Nordwestbahnhof" PPP project in Vienna

The “Educational Campus Nordwestbahnhof”project covers the design, construction, financing and long-term operation of a new educational campus, developed in cooperation with the City of Vienna. It forms part of a broader urban development initiative aimed at delivering modern, sustainable public infrastructure tomeet growing demand.
The winning consortium -comprising HYPO NOE Leasing GmbH, STRABAG Real Estate GmbH and CAVERION Österreich GmbH - will be responsible for delivering the project across all phases, from construction through to ongoing operations.
On the financing side, the transaction is backed by the European Investment Bank and DZ BANK AG, reflecting strong institutional support and ensuring long-term financial stability for the project.
The deal stands out for its structural complexity, involving the alignment of PPP agreements, construction and subcontracting arrangements, as well as sophisticated financing documentation. Effective coordination among public authorities, sponsors and lenders proved critical to achieving a successful outcome.
Legal advice was provided on both sides of the transaction. E+H advised the project consortium, while BINDER GRÖSSWANG acted for the lenders, including the European Investment Bank and DZ BANK AG, and played a central role in structuring and implementing the financing arrangements.
