Soley joins as partner alongside a TMT-focused team

Ecija has appointed Elías Soley as a new partner in its Costa Rica office, led by Mauricio París, further advancing its growth strategy in Latin America.

Soley joins the firm together with a team specialised in technology, media and telecommunications (TMT), strengthening Ecija’s ability to advise companies, investors and public entities in regulated sectors, digital economy, innovation, infrastructure and business strategy.

Specialised in telecommunications, regulation and public affairs, Soley brings a strong international and institutional profile. As former Ambassador of Costa Rica to the OECD, he contributed to the development of international standards and public policies in areas such as digital economy, artificial intelligence, productivity and responsible business conduct. He also played a key role in strengthening the OECD’s programme for Latin America and the Caribbean (LAC), helping define its strategic framework and supporting its implementation.

His experience spans private sector advisory, industry leadership and diplomatic representation, particularly in sectors such as telecommunications, technology, energy and infrastructure, where public procurement plays a central role. His institutional network enables him to anticipate regulatory trends and facilitate public-private dialogue in multinational environments.

The arrival of Soley and his team enhances Ecija’s capabilities in TMT, energy and public procurement—key areas in the context of regional economic transformation, infrastructure investment and digital and energy transition.
