Lear appoints Eduardo Cardadeiro as partner in Lisbon

Lear has announced the appointment of Eduardo Cardadeiro as partner. Based in Lisbon, Cardadeiro will strengthen the firm’s capabilities in economic regulation, regulated industries, and public policy advisory across Portugal and international markets. He joins Montezuma Dumangane and João Eduardo Gata in Lear’s Portuguese leadership team.
Cardadeiro is an experienced economist with over 20 years of practice in economic regulation, concession contracts, and public policy, particularly within network and regulated industries. Throughout his career, he has advised governments, regulators, and international institutions across sectors including energy, transport (railways, ports, and airports), water, waste management, and electronic communications.
His professional background includes a full term as a board member of ANACOM, the Portuguese communications regulator, and service as a board member and chairman of the audit committee of the Instituição Financeira de Desenvolvimento, the Portuguese development bank. Academically, he serves as an associate professor and director of the Autónoma Academy at the Autónoma University of Lisbon, and as a researcher at the Centre for Research in Economics and Business Sciences (CICEE), focusing on regulatory economics and industrial organisation.
Operating from the Lisbon office, Cardadeiro will collaborate closely with Lear’s teams across Europe. The appointment reinforces the firm’s ability to support clients in regulated sectors and its commitment to growth in the Portuguese market.
