Berlin’s rise as a strategic Legal Tech capital in Europe

Long known for its divided past and post-reunification creative energy, Berlin has quietly reinvented itself. Beyond its reputation for music, art, and startups, the German capital is now positioning itself as a serious legal tech hub, attracting international law firms, technology talent, and venture-backed platforms.

Why Berlin?

Several global law firms have chosen Berlin as the base for their legal tech operations or innovation labs. The reasons mirror those that have long attracted entrepreneurs and engineers to the city: access to international talent, comparatively moderate operating costs, and a deeply embedded, technology-driven mindset.

Freshfields, for example, hosts its AI Lab in Berlin, close to Potsdamer Platz, symbolically linking cutting-edge technology with the firm’s European headquarters. Fieldfisher has taken a similarly strategic approach, establishing its dedicated legal tech arm, Fieldfisher X, near Berlin Central Station. Other international firms, including Dentons and Baker McKenzie, have also expanded their technology-focused capabilities in Berlin, leveraging the city’s talent pool to support innovation initiatives and alternative delivery models. Alongside these initiatives, the city is home to independent and law-firm-linked startups such as Noxtua and Libra, further reinforcing its ecosystem.

A talent-driven ecosystem

Talent remains the decisive factor. Berlin’s ability to attract professionals from across Europe and beyond has reshaped recruitment strategies for law firms operating in legal tech.

Berlin is one of the few locations able to recruit large numbers of internationally qualified lawyers without requiring German language skills, reflecting the city’s global reach. Its startup ecosystem also attracts developers, product designers, and innovation specialists. Overall, Berlin offers an environment that is particularly receptive to experimentation and cultural openness.

Far from being experimental side projects, Berlin-based legal tech initiatives are becoming integral to how leading firms deliver value. In a market increasingly shaped by AI-driven platforms and heavily funded legal tech players, Berlin’s concentration of expertise is giving European firms a clear competitive edge.
