LawaL Legal & Tax Advisory strengthens administrative law practice with appointment of Massimo Occhiena as partner

LawaL Legal & Tax Advisory has announced the appointment of Massimo Occhiena as a partner in its Turin office. Occhiena will focus on the development of the firm’s administrative law department and public law litigation before various jurisdictions, including the Regional Administrative Courts (TAR), the Council of State, the Court of Auditors, and the High Court of Public Waters.

Massimo Occhiena is a full professor of administrative law at the University of Sassari and a member of the Turin Bar. Throughout his career, he has developed extensive expertise in advising and representing public and private entities, as well as individuals, across sectors such as public authorisations and concessions—specifically regarding renewable energy, water resources, and quarries. His practice also covers public procurement, environmental law, urban planning, healthcare, pharmaceutical law, and administrative and accounting liability.

In addition to his professional legal career, Occhiena has a distinguished academic and institutional background. He is the author of numerous scientific publications and serves on several scientific committees for legal journals. He has participated in government commissions for the drafting of significant legislative texts and was elected president of the Association of Administrative Lawyers of Piedmont in 2024.
