He played a key role in strengthening the OECD program for Latin America and the Caribbean (LAC), defining its strategic framework and driving its implementation. His institutional network with authorities and experts allows him to anticipate regulatory trends and facilitate public-private dialogue in multinational environments. His experience spans the private sector, trade union leadership and diplomatic representation, with particular value in telecommunications, technology, energy and infrastructure, where public procurement is critical.

The arrival of his team expands ECIJA's capabilities in TMT, energy and public procurement, strategic areas in the face of economic transformation, infrastructure investment and regional digital and energy transition.
