Law firm Rebaza Alcázar & de las Casas, which has offices in Peru and Chile, has announced the incorporation of César Luna Victoria León as a new partner.

César holds a law degree from the Pontificia Universidad Católica del Perú, and a master's degree in law from the same university, and has in-depth experience of providing tax advice and consulting services to various national and international companies, as well as extensive experience in financial and corporate transactions.

“During the 1980s, César advised companies in their efforts to reduce the effects of hyperinflation and terrorism that suffocated much of Peru’s business activity,” the firm said.

He has advised Peruvian firms on their entry into foreign markets, both in Latin America and in other regions.

“He has witnessed how law has been changing all this time and that experience has earned him a second specialty, that of being a corporate architect, who imagines, creates and adapts solutions to build the legal blueprints of the business that clients want,” the firm said in a statement. 

César has been a professor at the Law School of the Pontificia Universidad Católica del Perú for 40 years and is an associate of the Peruvian Institute of Tax Law, and at the International Fiscal Association (IFA), and has been a member of several companies’ boards of directors.

He is a contributor to magazines specialized in law, economics and business and actively participates as an opinion leader in several important local media.

He has held the position of Trade Minister and was responsible for establishing the bases for the free trade agreement between Peru and Ecuador, and was president of the Andean Community Commission (CAN) that regulated trade agreements between Andean countries, and held the position of director of the Andean Development Corporation (CAF).
