Peru’s investment promotion agency Proinversión is preparing a bandwidth auction to attract investment in the upgrade of the country’s telecommunications network.

Proinversión announced that it has contracted the services of consultancy Arthur D. Little Mexicana for the structuring of the private investment promotion process of the projects for 1,750-1,780MHz bandwidth, and 2,150-2,180MHz and 2,300-2,330MHz.

The consultancy covers the structuring phase for the private investment promotion process, and the formulation of investment commitments, as well as the process for the transaction phase and response phase regarding the legal and technical aspects to be carried out.

The investment agency has yet to begin the structuring phase of the process.

The winning bidders of the projects will implement investment commitments for the deployment of telecommunications stations for the provision of 4G technology mobile services in various regions of the country, as well as connectivity to towns in the Valle de los Ríos Apurímac, Ene and Mantaro, in the regions of Ayacucho, Cusco, Huancavelica and Junín respectively.

The deployment will assure 4G mobile services to 1,561 towns, with a combined total of more than 300,000 inhabitants, most of which do not currently have any type of mobile telecommunications coverage.

The consultancy provided by Arthur D. Little to Proinversión included the valuation of the bands, the elaboration of the bidding rules, concession contracts and related reports, among other aspects.

Arthur D. Little was advised on its consultancy services to Proinversión by law firm Hernandez & Cia., with a team led by partners Enrique Cavero Safra, of the firm’s telecommunications, media and technology (TMT) practice, and Gracy Zapata Oré, of the projects, infrastructure and construction practice.

They were assisted by senior associate Diego Gomez Florez of the TMT practice.
