A groundbreaking Human Rights declaration
In November 2023, UEFA, in collaboration with the German Football Association (DFB), the federal government, and the ten host cities, issued a comprehensive human rights declaration. This landmark document, developed with insights from expert organizations such as the Centre for Sport and Human Rights, underscores key commitments:
Ensuring accessibility for all, including people with disabilities.
Promoting respect and diversity across participants and fans.
Actively preventing discrimination in all its forms.
Safeguarding physical and mental health for everyone involved.
The declaration’s collaborative nature reflects a new standard of stakeholder involvement in sports governance, aiming to make inclusion a core value, not just a peripheral goal.
Mechanisms for addressing violations
Acknowledging the potential for human rights violations, UEFA has implemented innovative mechanisms to ensure accountability:
Grievance Mechanism: Operational since June 2024, this platform allows anyone affected by the tournament, including players, fans, journalists, and volunteers, to report violations securely and confidentially. Administered by an independent law firm, it supports multiple languages and guarantees anonymity to those who need it.
Rapid Response Teams: During match days, these specialized teams will be on-site to address instances of harassment, discrimination, or safety concerns. Informational posters with QR codes provide immediate access to assistance, underscoring UEFA’s emphasis on real-time support.
These initiatives form part of UEFA’s Environmental, Social, and Governance (ESG) strategy, launched in 2023. This comprehensive framework comprises 11 areas of action, supported by clear performance indicators, ensuring measurable impact.
Fan integration and welfare
Acknowledging the central role of fans, UEFA has integrated them into the planning and delivery of EURO 2024. Welfare coordinators in each host city will oversee activities that enhance the fan experience and uphold human rights standards. Open dialogue with fan groups is a cornerstone of this approach, ensuring their voices are heard and respected.
The human rights board
UEFA has further institutionalized its human rights efforts through the creation of a dedicated Human Rights Board. Comprising representatives from NGOs and advocacy groups, this board provides expert guidance, monitors the implementation of policies, and fosters collaboration among stakeholders.
