Elías brings a first-rate international, strategic, and technical perspective, as well as solid experience in financial regulation, structured finance, regulatory compliance, international markets, and public policy. His deep knowledge of the regulatory framework and institutional dynamics of the Mexican financial sector is particularly valuable given the country’s current situation.

Elías has more than two decades of experience at the Bank of Mexico, where he held senior positions within the legal department. In these roles, he led key negotiations in various international forums and contributed to the design of regulatory frameworks applicable to the banking and financial sectors, as well as to payment systems and the stability of the Mexican financial system.
His key achievements include the legal implementation of the International Monetary Fund’s Flexible Credit Line for Mexico, the negotiation of financial chapters in international treaties such as the USMCA, agreements with the European Union, and the CPTPP, his participation in significant legal reforms of the Mexican financial system in recent years, and the structuring of liquidity schemes during the COVID-19 pandemic.
Elías holds a master’s degree in financial and securities regulation from Georgetown University Law Center, as well as executive programs at Harvard Law School and IPADE Business School. He has also shared his knowledge as a law professor at the Universidad Iberoamericana, teaching courses in banking law, public international law, and private international law, thereby contributing to the training of new generations of legal professionals specializing in banking and finance.
