APOYO Consultoría adds senior advisor

APOYO Consultoría, a leading business advisory firm in economics, finance, and strategy in Peru, has announced the addition of Viviana Blanco as senior advisor in competition and regulation.

Viviana is an economist specializing in competition policy and economic regulation. She served as president and commissioner of the Commission to Promote Competition (COPROCOM) of Costa Rica from 2020 to 2025. During that period, she led Costa Rica's accession process to the Organisation for Economic Co-operation and Development (OECD), as well as the implementation of competition policy, merger reviews, and competition advocacy activities.

From 2014 to 2020, she served as director general of market conditions at Mexico’s Federal Telecommunications Institute (IFT), where she was responsible for investigations into substantial market power, barriers to competition, and essential inputs.

Prior to that, she worked for eight years at Mexico's Federal Economic Competition Commission (COFECE), where she participated in proceedings in regulated markets, merger analyses, and investigations into anticompetitive practices.

In academia, she has taught at the National Autonomous University of Mexico (UNAM) and at Lead University in Costa Rica, where she taught courses on industrial organization, competition law, mergers, and behavioral economics.

She holds a bachelor's degree in economics from the University of Costa Rica (UCR), a master's degree in economics from the Center for Economic Research and Teaching (CIDE), and a master's degree in competition and market regulation from the Barcelona School of Economics.

With her arrival, APOYO Consultoría strengthens its capacity to support organizations in the region that make business decisions in increasingly demanding economic and regulatory environments.
